Sometimes, I have focus issues in Safari too. And News. Mainly, I think this is due to ads. I do have a potential workaround. If you have a page or article that is doing this, I'd download AirRead. Then if the news article isn't opened in Safari, open it in Safari. Then click on the share button and copy the link to the clipboard. Then open AirRead, and when it says clipboard text, click on the option to read the text. Once the app has extracted the text, you can read it from there. The app is free. I'm glad someone posted this app on here.
Also, use the google search app to browse webpages. I've found if Safari had issues, google search app worked a heck of a lot better. Hope this works for people.
