IOS Pages and Document Headings

If I use the rotor item "Document Headings" in Pages to move to the next heading, VO won't move past the current page of text to find a heading.
It used to move through the whole document. Now it's fairly useless to me.
Am I doing something wrong now?
I'm not sure when this started, but I'm using an iPhone7 with latest IOS13.
I never can tell whether a VO behavior like this is working the way Apple wants it to, or if it's a bug.
